As many of you saw across this blog, and other outlets, the past two days Gift Card Labs was running a special to provide 5.95 off Visa Gift Cards purchased on their site.
It was broadcasted that the cards did not have PIN functionality, and I received many questions inquiring about this, and about the regulatory laws in 2013 that were supposed to require this PIN amongst prepaid debit cards.
I reached out to Rebecca Killiam, Marketing Manager for Gift Card Lab, and received this reply in answer to my inquiry:
Conforming with regulatory laws, our cards need to be activated prior to use. Recipients activate the cards via our website using the last 4 digits of the customer ID number along with the full card number. PIN numbers are required for cash back from merchants or ATM access, neither of which apply to our cards. They are non-reloadable with no ATM access, but can be used everywhere Visa debit cards are accepted.
